我国患者安全管理与医疗风险预警监测体系建设的思考与设想

在总结分析美国、英国、澳大利亚、加拿大等国家在患者安全和医疗风险预警监测方面相关经验与问题的基础上,深入剖析我国患者安全管理、临床专科风险评估以及安全事件报告体系建设等方面的问题,结合我国现状提出我国患者安全管理与风险预警监测体系建设设计思路,即尽快完善法律制度保障、健全“自上而下”的组织管理机构、营造“自下而上”的患者安全文化、促进患者安全管理及预警监测体系的逐步建立与完善.

Thoughts and conceiving on patient safety and medical risk early warning and monitoring system construction in China

Based on the summary and analysis of experiences and problems of United States,United Kingdom,Australia,Canada and other countries in patient safety and medical risk early warning and monitoring,an in-depth analysis of China’s patient safety management,clinical risk assessment and safety incident reporting system construction is analyzed.Combined with the status quo in China,the thoughts on China’s construction of patients safety management and risk early warning and monitoring system,which consists of improving legal system,establishing the "top-to-bottom" organization and management structure,creating a "bottom-to-top" patient safety culture,promoting the progressive establishment and completion of the patient safety management and early warning monitoring system is discussed.
