美国高绩效卫生系统管理委员会的启示

2000年世界卫生报告指出美国卫生保健系统的绩效排名全世界第37位。鉴于其高卫生投入、低卫生绩效水平的难堪局面,于2005美国联邦基金董事会成立高绩效卫生系统管理委员会,用于管理全国卫生绩效相关的事务。该委员会由17个来自不同领域的专家和领导组成,主要负责促进一个高绩效的卫生系统;该委员会的主要职责是追踪卫生系统绩效、制定卫生政策改善方案、为政策制定者提供卫生相关信息。美国的高绩效卫生系统管理委员会给我国卫生系统提供了一些启示:我国可以成立一个专门的卫生绩效管理机构来管理卫生系统绩效;多角度选取专业人员构成绩效管理机构;及时追踪卫生系统绩效,了解卫生发展趋势和状况,为卫生系统进一步做好工作提供依据。

The Implications of the Commission on a High Performance Health System in U.S.

The World Health Report 2000 point out that the performance of the U.S.Health system ranked 37 all over the world.In view of the embarrassing health situation that its high health investment but low level performance,the United States Federal Fund Board established a commission on a high performance health system in 2005 to manage the affairs related to national health performance.The commission consists of 17 experts and leaders from different fields,and mainly responsible for promoting a high performance health system;The mainly responsibility of the commission is to track the performance of health systems,formulate health policies and provide health-related information for policy makers.The commission on a high performance health system in the U.S.provide some inspiration for our country’s health system:we can set up a specialized health performance management institutions to manage the performance of health systems;select professions from multi-angle to constitute a performance management institutions and timely track the performance of health systems,understand the trends and conditions of health system to provide the basis for the health system to further do a good job.
