摘    要:医院具有社会公益性属性,因此要强调社会效益,不能以追求利润最大化为目的,医院功能复杂,承担着更多的社会责任。医院的绩效不只是体现内部的行为和结果,还要关注社会相关利益者的评价和结果。医院的服务数量、服务质量、医疗流程、健康保障、创新能力、费用水平和成本效益等是医院绩效的具体表现,判断医院或部门和个人绩效水平的高低,需要包含以上各个方面。本文介绍运用平衡计分卡的方法开展医院绩效管理,通过建立绩效评价体系,客观评价医院、科室和个人的绩效水平,引导员工把工作的重点放在提高工作质量和效率、追求技术的不断进步、努力创造更好的社会效益上来,从而保证医院战略目标的实现。

Abstract:Hospital has social public interest attribute, so social benefit should be emphasized. Hospital can' t aim to seek maximum profit. Hospital has complicated functions and has undertaken more social responsibilities. Hospital performance not only reflects internal behavior and results, but also focuses on the assessment result of stakeholders. Service amount, quality, medical process, health security, innovation, medical expense and cost-benefit are the main domains of hospital performance to judge hospital, or its section or its staff' s performance. Balanced score cards has introduced to hospital pefformanee management. By establishing performance evaluation index system, objectively evaluating hospital level, section level and personal level performance, staff' s attention can be focused on improving quality and efficiency, promoting skill and creating better social benefit. So it can assure achieve hospital' s strategy.
