东莞市健康教育资源调查分析

目的了解东莞市健康教育资源状况,为制定健康教育与健康促进政策提供依据。方法采用问卷调查与访谈相结合的方式,对全市32个镇区在健康教育人力资源、资金投入等方面进行资料收集和分析评价。结果东莞市32个镇区现有专职健康教育人员仅17人;专兼职健康教育人员中以大中专学历为主,公共卫生专业的占20.12%;62.50%的健康教育人员为初级职称;2003年～2005年间人员培训率分别为1.07%、1.03%和1.10%;各镇区间健康教育资金投入不均衡,2003年～2006年间有健康教育专项经费的镇区有18个,占56.00%。结论东莞市专职健康教育人员紧缺,专业素质低下,镇区缺乏有利于人才开发和培养的政策与措施;健康教育经费投入不足,限制了镇区健康教育事业的积极发展。争取政府部门的支持与参与,加大人力、财力方面的投入,优化健教人员结构,提高其专业素质和技能水平等,是解决当前健康教育事业所面临问题的关键。

Investigation and Analysis on Health Education Resources in Dongguan City

Objective To investigate the status quo of health education resource in Dong Guan city to provide the evidence for making up health education and health promotion policy.Methods The data of human resource and fund investment for health education in the total 32 towns and districts of Dong Guan city were collected and analyzed by interview and questionnaire.Results Only 17 staffs were professional health education workers in Dong Guan city.The full-time and part-time health education workers mainly graduated from junior college and technical secondary school.20.12%of them engaged in public health,and 62.50%of them were primary in the title of a technical post.The training rates were 1.07%,1.03%and 1.10% respectively from 2003 to 2005.The fund investment among 32 towns and districts was unbalanced.There were 18 towns and districts that had health education fund investment from 2003 to 2006,about 56.00%.Conclusion The full-time health education workers are shortage,and their speciality qualities are low.There are no effective policy and measures to develop and train staffs.The shortage of health education fund investment restricts the development of health education in towns and districts.The key to solve the current health education problems is to strive for the support and participation of governments,to increase the investment of human resources and financial resources,to optimize the structure of health education workers,and to enhance their speciality qualities and technical levels.
