摘    要:目的针对部队卫生防疫防护工作的需求,建立防疫防护保障支持系统,为部队防疫人员提供专业技术平台和辅助决策依据。方法在全面收集和分析卫生防疫防护基础资料和业务需求以及用户特点的基础上,基于Windows平台,运用C Builder、VB、UltraDev、Access、JavaScript等技术研制成支持系统。整个系统由一个基础数据库和5大功能模块构成。结果基础数据库包含卫生防疫防护基础知识和技能、法规、标准、资源信息、专家信息等,5大功能模块是从应用的角度进行设计,分别是防疫防护信息查询模块、专业应用、辅助决策、公共卫生事件处置和系统维护。能够为部队防疫和管理人员提供信息查询、专业应用、预案管理、辅助决策、智能判断、方案生成等功能,每个功能模块可自成系统,又可互相连接,将保障与管理、基础与应用、平时与战时有机结合成一个整体,具有高效实用、可扩充、便于维护等特点。结论该支持系统是部队日常防疫工作的技术平台,也是部队防疫保障演习、训练和培训的良好工具,有助于提高我军卫生防疫保障能力和自动化、标准化建设。

Abstract:Objective To establish an Anti-epidemic and Protection Support System (AEPSS) for the army, and to provide a professional technical platform and a decision-making assistance tool for the epidemic prevention personnel in army.Methods After collecting completely the basic data on anti-epidemic and protection, and analyzing the demand on anti-epidemic and protection operation, and the characteristic of the users, C++ builder?VB?Ultra Dev?Access?JavaScript techniques were used to develop the system windows operating platferm. Results The system was composed of one basic database and five functional modules. The basic database which contained almost all the information and knowledge on anti-epidemic and protection in the army,including elementary knowledge, technical ability, regulations, standard, resources information, expert information etc, was the base for the system. Five functional modules were designed for various applications, including information search module, profession application module, decision-making module, public health event management module, and system maintenance module. Each module can be used independently or connected with others such as protection support with management, basis with application, peacetime with wartime as a whole system. It can meet the user's requirements on information search, operation consultation, project forming and so on. It is also considered as highly efficient, expansive, and easy to maintain.Conclusion AEPSS can be used as the technical platform for daily anti-epidemic work, and also served as a helpful tool for drill and training in the army. It would help to improve the ability of ensuring the epidemic prevention and protection work and the construction of automatization and standardization in the army.
