谷城县全球基金艾滋病项目督导评估模式分析

[目的]通过对谷城县全球基金艾滋病项目执行4年来建立督导评估长效工作机制,督导评估的实施,信息的发布与反馈进行探讨,为在全国范围内推广建立科学规范、方法统一、操作性强的艾滋病综合防治督导评估体系提供依据。[方法]以谷城县2005～2008年全球基金艾滋病防治项目督导评估活动资料依据论述。[结果]艾滋病发病率和死亡率得到控制,督导评估指标基本满足项目要求,目标人群艾滋病防治知识知晓率逐步提高。[结论]项目督导与评估起到了应有的作用,但对数据分析利用不足,导致大量的有用信息闲置或流失,督导与评估的水平和质量有待进一步提高。

THE SUPERVISION AND EVALUATION PATTERN ANALYSIS OF THE GLOBAL FUND AIDS PROJECT IN GUCHENG COUNTY

[Objective]As the Global Fund AIDS Progect of Gucheng county was executed for 4 years,a long-term working mechanism of supervision and evaluation had also been established with it,so as to provide the basis of the supervision and evaluation system of AIDS comprehensive prevention,establish with the quality of scientific,standard,methods unified and feasible in a nationwide promotion,and aim at exploring the supervision and evaluation’s implementation the information release and feedback through the mechanism itself.[Methods]The discussion and analysis were based on the supervision assessment activities information of the Global Fund AIDS Project from 2005 to 2008 in the whole county.[Results]AIDS morbidity and mortality were under control,and the supervision and evaluation indicators can basically meet the project requirements.At the same time,the awareness rate of AIDS knowledge of target groups has also been gradually improved.[Conclusion]The project supervision and evaluation have played its due role,but the data analysis are underutilized and lead to a large number of idle or loss of useful information,so the level and quality of the supervision and evaluation are to be further improved.
