影响农村贫困人口利用医疗救助的因素分析

农村医疗救助的目的是为了解决农村贫困人口卫生服务利用低下和医疗费用过高的问题。分析湖北省医疗救助的典型模式之后发现医疗救助制度设计中的起付线、病种限制、就诊机构限制等是阻止贫困人口接受救助的关键因素；在较发达地区（或经济状况较好的人群），医疗救助政策实施的效果更为突出；宣传工作在医疗救助中起着重要的作用。

Analysis of Medical Aid(MA)Utilization among Population in Poor Rural Areas

The medical aid(MA) in rural areas is targeted to the problem of low medical utilization and high medical cost.After analyzing the typical MA mode in Hubei,we found that the low limit of pay line,the limitation on diseases and hospitals were the key factors preventing the poor from utilizing the MA.The policy was better carried out in the developed areas where publicizing played an important role in the implementation.
