跨省异地就医直接结算政策实施效果评估指标体系构建

目的:构建跨省就医直接结算政策实施效果评估指标体系。方法:采用卫生政策实施效果评估分类法,初步划分为政策实施经济效益、社会效益和归因要素3部分;采用德尔菲法,结合政策文件目标和落地举措,科学合理地筛选指标。其中,专家权重计算创新采用Spearman相关系数计算基础上的灰色关联度方法。结果:确定了3项一级指标、9项二级指标和20项三级指标的指标体系。结论:建议针对跨省就医政策实施效果评估指标体系建立指标备选库,以便于根据不同的评估目标生成相应地评估指标体系,并且有助于随着政策优化及时改进指标体系。

Research on Constructing an Evaluation Index System for the Implementation Effects of Cross-Province Health Care Instant Settlement Policies Effect

Objective:Building an evaluation index system of cross-province health care instant settlement policies effect.Meth ods:It applies the classification method for health policy implementation effectiveness to divide the fators into economic benefit,so cial benefit and attribution factor.Based on Delphi,poloicy document and implement measurement are applied to scientifically select the indexes.It chooses the indicators in consideration of Specialist’weight,what fixed by calculating Spearman ratios and Grey rela tion analysis.Results:It formulates the index system including 3 first-level indicators,9 second-level indicators and 20 third-level indicators.Conclusion:It advises to build indicator database for evaluating the effect of cross-province health care policies fot rural and urban residents.On this,it will be easily to generate proper index systems with the improvement of policies.
