廉价药品可及性与药品费用控制研究

为寻求控制我国药品费用的有效途径,文中通过文献研究,明确了廉价药品可及性与药品费用控制的关系,提出在药价虚高尚未得到根本解决之际,切实保障廉价药品的供应和使用是控制药品费用的有力突破口;并对目前我国廉价药品的可及性障碍及其成因进行系统的分析,提出了相应的措施与建议。政府在提高廉价药品的可及性上应发挥其主导作用,具体措施包括:适当提高廉价药品最高零售价格;控制各环节差率,保证廉价药合理的利润空间;探索公立医院改革新思路,逐步取消"以药养医";加强药品注册审批管理,减少无序竞争;调整廉价药品和高价药品的报销比例等。

Accessibility of inexpensive drugs and drug cost control

In order to find a way to control the total cost of drugs effectively,the countermeasures and suggestions are proposed after clarifying the relationship between the accessibility of inexpensive drugs and drug cost control,and analyzing the barrier of the accessibility of inexpensive drugs and the causes.As the problem of excessively high drug price has not been fundamentally solved,the supply and the use of inexpensive drugs are a powerful breakthrough in drug cost controlling.Government should play its leading roles.The possible countermeasures include raising the maximum retail price of inexpensive drugs appropriately,controlling all aspects of slip ratio to ensure a reasonable profit margin,exploring new ideas in public hospital reform,strengthening the management of drug registration approval to reduce the disorderly competition and adjusting reimbursement proportion of the highly expensive and inexpensive drugs.
