| 摘 要： | 中国城市社区卫生服务改革十年来,机构网络已经基本建成,但是政策目标尚未充分实现。社区卫生服务的可及性、质量、效率等均有待改善。本文深入分析了妨碍社区卫生服务发展的系统障碍,并依照国际经验,对新一轮的社区卫生改革政策提出了建设性的建议。

| Abstract: | The reform of the urban community health services over the last decade has resulted in a comprehensive institutional network.However,the policy objectives have not been fully achieved.There is a need to improve the accessibility,quality and efficiency of the community health services.In this article the system barriers that have impeded the development of the community health services is analyzed.Recommendations based on the international evidence are proposed to the new round of reform. |
