公民社会参与社区卫生服务的治理

社区卫生服务是编织在社会网络中的,它的成功与否体现了和谐社会的实现程度,因此社区卫生服务的计划和管理不仅仅是医疗卫生专业内的话题,而应该把它放大到社会的大环境中来研究。成功的社区卫生服务计划取决于社区及其组织的参与和贡献程度,这个论断的依据在于国家管理方式从统治向治理的转移,在于公民社会的迅速发展。在实践和谐社会的进程中,社区卫生服务的政策和管理应该进一步明确政府的职能范围、培育社群力量、创造参与的环境,以期制定有利于人民福祉的计划,实现卫生服务的公平和可及。本文从统治与治理的概念、公民社会的演进、公民对社会计划的参与等角度,提出进一步完善中国社区卫生服务计划和管理的建议。

Civil Society Participation in Governance of Community Health Services

Community health services are components of social system integrated in social networks. Successful community health services are not only meaningful in medical health professionals, but also a symbolic achievement of harmonized society. Topics on community health planning and management, therefore, should not be isolated within medical professionals. Contexts of social and political system should be analyzed. Sound community health service planning depends on participation and contribution of community and its organizations. This argument is built on basis of transition from government to administration of a country and rapid development of civil society. During the process of practicing harmonized society, in the policy and management of community health service the government should further clarify functional scope of administration, train community power and create a atmosphere of participation, so as to prepare people-oriented community health planning, providing equity and quality services to all Chinese population. In this article from the angles of concepts of government and administration, evolution of civil society and civil participation in social planning, authors provide suggestions for further improving plan and management of community service in China.
