| 摘 要： | 农村税费制度改革后，卫生筹资思路也将面临重大调整。因此，改变思路，建立起市场经济条件下的公共财政分配制度，以此来界定农村卫生服务的公共特性，明确政府在农村基本卫生服务筹资中的职责，从而对农村居民提供基本医疗保障。 |

| Abstract: | After tax and fee reform in rural areas, the policies of health funds raising should be adjusted. We should change thinking and establish marked public finances distribution system to define public characteristics in rural health services. To realize basic medical assurance in rural areas, the responsibility of the government in rural health funds raising also should be ascertained. |
