农村医疗救助基金利用的影响因素与对策建议

医疗救助是政府对因患病而无经济能力诊治的贫困人群,实施专项帮助和资金资助的一种医疗保障制度。目前,全国有1501个县开展了农村医疗救助工作,初步形成了比较系统的农村医疗救助制度和框架,但是在农村医疗救助实际工作中发现,每年实际支付救助金数额与按特困人口医疗救助计划中测算的每年应支付数额相比,使用率不足50%。针对这种情况,分析影响农村医疗救助基金利用的影响因素,提出了对策建议。

Rural medical aid found to take advantage of the influencing factors and contermeasures

Medical assistance is a kind of medical insurance system financially and specifically to aid those schools of poverty-stricken patients without economic foundation from the government. At present, all over the country there are 1 501 counties that have developed the work of medical assistance conducted in countryside. However, the actual work in rural medical assistance that the actual amount of aid paid by the poverty-stricken population and the medical assistance program estimates annual amount to be paid, the rate is less than 50%. In light of this situation, the authors analyze the factors used in rural medical assistance found, the countermeasures are suggested.
