民乐县新型农村合作医疗住院费用控制效果分析

通过对张掖市6个县、区2008年、2009年新型农村合作医疗住院率、次均住院费用、实际补偿比和基金使用率等构成的资料进行统计分析。研究发现,民乐县自2009年实行住院费用总额预付控制和次均住院费用限额管理以来,住院率、次均住院费用控制有效,实际补偿比相对降低,基金安全运行得到保证。笔者认为,适宜的费用控制方式能引导医疗机构改革内部管理机制,控制住院率和遏制医疗费用不合理增长,但在实际运行中需要动态监控,及时发现问题,采取相应措施进行有效控制,并且要不断完善和探索。

An Analysis of New Rural Cooperative Medical Cost Control Effectiveness in Minle County
