2010年清远市县(市)级疾控中心检验能力体系建设调查报告

目的总结清远市县(市)级疾控中心检验能力体系建设工作,并力促其符合卫生部制定的相关标准,为疾控中心实验室建设提供科学依据。方法将调查各机构实验室检验能力体系建设工作资料及绩效评估资料,对照卫生部的相关标准进行评价。结果 2010年,全市7个县(市)疾控中心实验室面积占机构建筑面积比例的32.8%;必须开展的工作项目开展率74.9%;完成常规工作所需仪器设备的种类数量装备率73.1%,按《绩效评估标准》装备率74.5%;设备装备率与检验项目开展率不呈相关关系。结论经过几年建设,实验室检验能力大幅度提高,但与卫生部相关标准仍有差距,各机构发展不平衡,需进一步采取持续有效措施,着力提高实验室人员素质,使实验室检验能力体系建设工作达到标准。因疾控中心一些职能被调整等,建议国家标准制定部门对既往制定的标准作适度调整。

Survey Report on Laboratory Test Capacity System Construction among Municipal and County-Level Centers for Disease Control and Prevention in Qingyuan During 2010

Objective To summarize the laboratory test capacity system construction among municipal and county-level centers for disease control and prevention in Qingyuan and urge it to reach the related standards of Ministry of Health to provide scientific basis for laboratory construction.Methods Based on investigation of the laboratory test capacity system construction working data and performance appraisal data,the survey data were evaluated according to the related standards of Ministry of health.Results In 2010,the laboratory area taking about 32.8% in total institution building in seven municipal and county-level CDCs.The test rate of which must be carried out is 74.9%.The rate of equipment for routine work is 73.1% and the rate is 74.5% according to the standard.The rate of equipment did not show correlation with the test items rate.Conclusion For several years,the laboratory test capability has improved greatly,but there are still some gap compared with the standards.All institutions development is unbalance.It must take effective measures to improve laboratory technician＇s ability.
