县级疾控中心实验室绩效考核评价的量化研究

目的通过对疾控中心实验室绩效考核指标的科学量化,建立评价体系,对实验室进行绩效考核,以提高其综合检测服务能力。方法建立适应疾控心实验室绩效管理的评价指标及其计算方法,并应用德尔菲法(Delphi technique),通过专家咨询方式,给出了各项指标的权重,建立了对疾控中心实验室绩效管理的评价体系,并用此体系方法对连云港市4家县级疾控中心实验室的工作实绩进行评估。结果通过科学的绩效考核评定,最终4家县级实验室评价一级绩效考核综合得分为75.4、71.8、59.1、52.9;原子吸收分光光度计的综合得分达75分以上的全市只有2家,良好率为40%,气相色谱仪的综合得分达60分以上只有1家,合格率为20%;实验室安全管理情况总评价良好。结论县级疾控中心实验室综合效能不高,应定期开展实验室绩效管理评价,促进疾控中心实验室管理更加科学化、规范化。

Quantification Research on Evaluation of Performance Examine in County-Level CDC Laboratory

Objective By quantizing the performance examine target of laboratory in CDC,establishing an evaluation system,taking performance examine,and improving the mix testing service ability.Method Established a laboratory performance examine evaluation index and computational methods,used Delphi Technique and counseled from experts,determined the weight of each indicator,established the evaluation system and 4 county-level CDC laboratories have accessed by this system.Results The scores of these 4 laboratories were 75.4,71.8,59.1,52.9,respectively.All of them,only 2 laboratories＇ scores were higher than 75 in terms of atomic absorption,the eligible rate was 40% and 1 was higher than 60 regard to gas chromatography,and the eligible rate was 20%,the total evaluation of laboratory safety management was well.Conclusions The comprehensive efficiency for county-level CDC was not high.We should develop the laboratory performance examine evaluation regular,and promote the management of CDC laboratory more scientific and standardized.
