摘    要:在对该市卫生人力进行调查的基础上,对乡、村两级卫生人力配置和培训进行探讨。提出要建立健全乡、村卫生人员管理机制,合理配置和有效利用卫生人力资源;完善卫生人员岗位培训和考评制度,提高在职人员素质;卫生人力资源管理和人员培训必须同卫生工作有机结合,统筹规划,综合运作,增强协同性。

Abstract:On the basis of a survey of the health manpower in the city, the authors probe into the issues of the allocation and training of the health manpower at the township and village levels. They put forward the view that it is imperative to establish and amplify the mechanism for the management of township and village health personnel and to rationally allocate and effectively utilize human resources in the health sector; to perfect the system of on the job training and assessment of health personnel and improve the quality of the working staff; and to integrate the management and training of the health manpower with other health tasks and strive for overall planning, unified operation and coordination.
