| 摘 要： | 人才缺乏是制约基层医疗卫生体系建设的突出问题,基层现有卫生人力资源不能满足卫生服务需求,基层医疗卫生机构难以吸引人才,主要原因有编制不足、待遇低、职业发展道路不畅通、社会认可度低等,本文对这些问题进行了分析并提出了具体建议.

| Abstract: | Professionals shortage is the outstanding problem that hinders the construction of basic health system,the existing basic health human resource can not meet the demand for health services,basic medical and health institutions difficult to attract talent. The main reasons are inadequate staff posts,low pay,career development path is not smooth,low degree of social acceptance and so on. In this paper,analyze these issues and put forward concrete proposals. |
