西安市碑林区基本医疗界定研究

基本医疗界定是当前我国职工医疗保障制度改革中迫切需要解决的难点问题。现有界定方法理论基础薄弱,可操作性差。本文首次引入线性支出系统对西安市碑林区1997年职工医疗费用进行定量分析,测算其医疗服务中各类别和主要项目的基本医疗费用,分析其构成特点,为城市职工医疗保健制度改革和公费医疗管理提供依据。从研究过程和结果来看,本方法理论基础坚实,研究方法科学可信,研究结果便于实践应用。

A study on essential clinical Services defined in BeiLin District of Xi an

How to define essential clinical services is a very difficult problem which needs to be solved as quickly as possible. Up to now the method used to define essential clinical services has no strong theoretical basis and it is difficult to practice. In this paper Linear Expenditure System(LES) was first used to do quantitative analysis for health expenditure of staff and workers in Beiling District of Xi'an in 1997. This include to measure the basic expenditure in the different parts and major programs of clinical services and to analysis its charcteristic of components so as to provide scientific basis for the reform of health care system of staff and workers in the city and the management of health expenditure. It can be learnt from the reasearch result that there is hard theoretical basis using LES to define essential clinical services and both the method and the result are faithful and fesible.
