乡镇卫生院产权制度改革的质疑

对目前一些地方参照国有企业改革的模式提出的乡镇卫生院产权制度改革方案提出质疑。指出,乡镇卫生院产权制度改革会导致国有资产的流失,政府卫生福利政策无从体现;企业和乡镇卫生院体制改革从本质上讲其目的意义不同,不能相提并论,生搬硬套;多数乡镇卫生院负债累累,量化到职工头上的资产只能是一笔债务,这是无法接受的事实;了断乡镇卫生院职工全民或集体身份,这就人为地把在城镇农村工作的卫生技术人员分成两个群体,实行两种待遇;允许个人或领办乡镇卫生院,其实质意味着乡镇卫生院的解体;其初衷与结果将大相径庭,事与愿违。

Questioning Towards Township Health Center Ownership System Reform.

The author questioned about proposals for ownership system reform of township health center which were raised in reference of state-owned enterprises reform. He believes that such a reform would result in negative effects. For example, it will result in loss of state-owned capital; government' s welfare policy can no longer operate by adopting such a reform; essentially the objectives and essences are different between enterprises reform and township health center's ownership reform,model of enterprises reform can not be fully applied in township health center without any change; most township health centers are in heavy debt so that the capital distrbuted to staff will actually become liability, and this is a fact which can not be accepted by staff; change the identity of the staff in township health center will purposely discriminate health personnel of rural areas from those of urban areas; allowing individual run township health center,in essence means broken up of township health center;finally,the results will be completely opposite to expectations.
