以人事制度改革为动力 全面推进卫生改革与发展

摘    要:介绍了四川省卫生事业单位人事制度改革的具体做法和主要经验;精简机构,建立高效低耗的管理运行机制;引入人才竞争机制,实行岗位聘任制;逐步实行人事代理制度,实现人才社会化;开展分配制度改革,建立人才激励机制;加强医院后勤管理体制改革,逐步实现后勤社会化。建议卫生人事改革应坚持“三个代表”的思想,走群众路线,深化人事制度改革;把卫生事业单位人事制度改革纳入卫生改革的整体考虑,使之相互配套,相互协调;正确处理改革中的政策突破与规范管理的关系。

Abstract:Experiences o{ personnel employment reform in health related institution in Sichuan province was introduced:To simplify organization and establish managerial running mechanism of cost-effective (to introduce the system of competition among person with ability and the system of post appointment i to come to in-toducd personnel agency into health care system and allowed the person with ability to be socially accessed;to introduce the reform of distributing system and to establish the prompting mechanism for person with ability ; to strengthen hospital logistic management reform and complete the program of permitting logistic system being changed into social service. The author raised three suggestions:to insist on the thought of "three representatives "to deepen personnel employment reform,to integrate health personnel employment reform into the whole reform of health care system,and to handle the trade off between policy consideration and regulatory management.
