| 摘 要： | 从体制角度规避我国社会医疗保险中道德风险。总体思路是：在吸取国内外规避道德风险的经验教训的基础上，在保证我国社会医疗保险的保障功能的前提下，根据我国的实际情况，从医患双方入手，采取一系列制度性的举措，以遏制道德风险的蔓延。

| Abstract: | The integrated thought of avoiding the moral risk in the social medical insurance in our country is:on the foundation of the experiences and lessons from both home and abroad, under the condition that we guarantee the insurance function of our country's medical insurance system, according to our country's practical situation, a series of institution actions should be carried on to hold back the overspread of the risk hazard by researching doctors and patients firstly. |
