乡镇卫生院院长对基本药物零差率政策的态度与看法

目的了解乡镇卫生院院长对基本药物零差率政策的态度与看法。方法现场问卷调查湖北省63名乡镇卫生院院长,调查主要内容包括:是否支持基本药物零差率政策、对零差率政策运行影响因素和保障零差率政策实施建议的看法(多选排序题);采用Excel 2003进行统计分析,主要统计方法为"瑟斯顿配对比较法",统计指标为选项平均百分位值。结果发放问卷100份,回收率68.0%(有效问卷63份)。58位(92.1%)院长支持基本药物零差率政策;对零差率政策运行影响因素的看法中,平均百分位值选项中"政府投入不足"最高,为0.723;对保障零差率政策实施的建议中,平均百分位值选项中"明确财政补偿项目和提高补偿标准"最高,为0.906。结论乡镇卫生院院长中多数支持基本药物零差率政策,认为政府投入不足是零差率政策运行最重要的影响因素,通过明确补偿项目和提高补偿标准对保障零差政策实施是最重要的。

Attitudes and Opinions of Presidents of Township Health Centers on Zero Slip Policy of Essential Drugs

Objectives To know the presidents of township health centers’ attitudes and opinions on the Zero Slip Policy of essential drugs. Methods We made spot filed investigation on 63 presidents of township health centers in Hubei province by questionnaire,including whether they supported the Zero policy of essential drugs and their opinion to influence factor on the policy as well as the suggestion to ensure the policy be put into effect(Need to select and rank multiple options);The Excel 2003 was used for statistic analysis,and the main statistical method was Thurston comparison method,the statistical index was the mean of percentile. Results We gave out 100 questionnaires;the recovery ratio is 68%(63 effective questionnaires).58(92.1%) presidents were in favor of the Zero Slip policy of essential drugs;For opinions to influence factor of Zero Slip policy,the mean of percentile of the first option(absent of government investigation) was the highest with a figure of 0.723;To the opinion about suggestion for ensuring Zero Slip policy be put into effect,the first option’s(clearing the compensation project and improving standard) mean of percentile was the highest with a figure of 0.906. Conclusions Most presidents of township health centers support the Zero Slip policy of essential drugs,they think that the absent government investment is the main influence factor to Zero Slip policy and hold on that clearing the compensation project and improving standard are very important to ensure the Zero Slip policy.
