| 摘 要： | 目的:了解计划生育服务机构的服务内容与成本结构,测算服务机构提供的避孕节育手术项目标准成本。方法:以吉林省13个县级计划生育机构为调查对象,采用机构成本测算方法测算成本。结果:各机构对避孕手术项目投入成本不同,其中经济水平、人员配置、收支结构等影响项目成本值。建议:提高政府财政补偿标准的合理性,推广计划生育机构成本控制理念。 |

| Abstract: | Objective: To analyze the service contents and the cost structure provided by the family planning service facility(FPSF),and to calculate the standard cost of the contraceptive operation provided by FPSF.Methods: 13 county-level FPSFs of Jilin Province were investigated,and the costs were calculated with the institutional cost method.Results: The expenditures for contraceptive operation were different among each FPSF.Economic factors,personnel distribution,as well as revenue and expenditure structure accounted for the cost differences.Conclusion: The financial compensation standards should be rationally formulated,and the cost control management should be implemented in FPSFs. |
