| 摘 要： | 从公共卫生的特点入手，归纳目前政府在农村公共卫生管理中责任缺位的主要表现，挖掘隐藏在这些问题背后的深层次原因，并提出相应解决问题的对策；加紧公共卫生基本法的立法工作，协调公共卫生与经济的发展，调整公共卫生的投入结构与水平。
