江浙粤三省疾病预防控制机构人力资源配置状况比较研究

摘    要:目的:比较江苏、浙江、广东三省疾病预防控制机构人力资源配置情况,以发现存在问题,为完善人力资源合理配置提供依据。方法:利用江浙粤三省卫生年鉴和疾病预防控制中心年鉴资料,对其数据进行分析比较。结果:江苏省每千人口疾控卫生人力数量较其他两省多,但江苏疾控机构职工数量的增加较其他两省少;三省疾控在岗职工年龄差别不大。江苏省、市、县三级疾控在岗人员学历构成和职称构成均高于浙粤两省;江浙粤专业构成相似,但江苏省市县级非医学类专业构成居高;江苏现有人员素质综合评分最高,三省新进人员素质综合评分比流出人员和现有人员高,但江苏引进高学历人才力度不如其他两省。结论:疾病预防控制机构应长期采取各项措施加强各级疾控机构人力资源建设,特别要形成年轻化专业队伍,保证疾病预防控制工作和公共卫生事业的持续发展。
