新版GSP条件下零售药店发展困境调查及建议

目的探讨国家药品安全＂十二五＂规划及2013版《药品经营质量管理规范》（GSP）背景下零售药店面临的发展困境及解决办法。方法调查天水市近十年来药品零售业市场和执业药师配备情况,进行统计和比较分析。结果新版GSP条件下,零售药店关停量大面广,可能会对农村群众安全方便用药造成影响;对于国家基本医疗保险制度和《2011～2015年药品电子监管工作规划》等相关政策的贯彻落实造成一定影响;而且可能进一步加大零售药店的监管难度。结论应从加强政府监督管理、进一步加强执业药师队伍建设、提升零售药店发展能力和营造良好的社会氛围4个方面,探索解决零售药店发展与药学技术人员缺乏的困境。

Survey and Suggestions for Difficulties in Retail Pharmacy Development under New GSP Regulation

Objective To discuss the predicament and solutions to retail pharmacy development under the background of national ＂12th Five-Year Plan＂ for drug safety and the implementation of Good Supply Practice for Pharmaceutical Products（2013）（GSP）.Methods Statistic and comparative analysis on the findings of the pharmaceutical retail market and manning of licensed pharmacists in the recent ten years in Tianshui City was conducted.Results Under the influence of the new GSP,the mass closure of retail pharmacy may not only affect the safety and convenience of medication in rural areas but also the implementation of relevant policies of national medical insurance system and the Drug Electronic Supervision Plan in 2011-2015,and it may further increase the difficulty in monitoring retail pharmacy.Conclusion Approaches to solve difficulties in development of retail pharmacy and the problem of pharmacist shortage should be explored from the aspects of strengthening official supervision,improving development capability of retail pharmacy and creating agood social environment.
