论进境集装箱空箱的检验检疫管理

目的通过对青岛前湾港进境集装箱空箱检验检疫工作的调研和风险分析,指出空箱检验检疫中存在的问题。方法根据国家质量监督检验检疫总局17号令、《国际卫生条例》要求,建议借鉴澳大利亚对进境集装箱空箱的检验检疫模式,结合黄岛前湾港进境集装箱检疫工作实际,建立进境集装箱空箱“协检”新模式。结果通过进境集装箱空箱“协检”新模式的建立,可以充分提高口岸进境空箱检验检疫工作的质量和效率。结论通过建立进境集装箱空箱“协检”新模式,能有效促进对外贸易“大通关”,筑起提速、增效、减负、严密监管的对外贸易大通道。

Discussion on inspection and quarantine supervision of entry empty container

Objective Through the inspection, quarantine investigation and risk analysis to find the problems of entry empty containers in Qingdao Qianwan Harbour. Methods According to the orders and demands of No.17 Decree of AQSIQ and International Health Regulation of WHO, the author suggests that make a joint action model of quarantine supervision, considering Australian quarantine pattern as reference. Results A joint action model of quarantine supervision to entry empty container is effective to improve work quality and efficiency. Conclusion By establishing a new joint action model, to promote entry and exit trade effectively, strengthen container quarantine and supervision, relieve trade cost of related companies get possible.
