乡镇卫生院产权制度改革职工民意调查

摘    要:目的 了解乡镇卫生院职工对乡镇卫生院产权制度改革的看法。方法 选择江西省 5个县市 5种改革模式及作为对照组的未改革卫生院共 2 4所。用偶遇法从 9个方面调查卫生院职工对乡镇卫生院改革的看法 ,用评分法及百分数法评价调查结果 ,用逐步回归法探索影响总评分的因素。结果 职工对承包制、股份制、股份合作责任制三种改革模式总体评价较好 ,评分明显高于对照组 ;租赁制与资产整体转让评分略高于对照组 ,但资产整体转让对总评分呈负向影响。许多职工对个人收入感到不满意。结论 从卫生院职工角度来看 ,承包制、股份制、股份合作责任制改革较为成功 ,租赁制改革成效尚可 ,资产整体转让改革不成功。

Abstract:Objective To understand the employees' evaluation on rural township health center reform. Methods Select 24 rural township health centers which include 5 reform models and controls in 5 counties in Jiangxi province. Use random meeting method to investigate employees' evaluation on rural township health center reform from 9 aspects. Use score and percentile method to evaluate investigation results. Use stepwise regression to explore effecting factors to general evaluation. Results The employees' evaluations on three models of contract system, stock system and shareholding cooperation system are obviously higher than that of control group. The evaluations on tenancy system and property whole transformation are little higher than that of control group but property whole transformation shows a negative effect on general evaluation. Many employees are not satisfied with their personal income. Conclusion According to employees' evaluation, reforms of contract system, stock system and shareholding cooperation system are successful, tenancy system reform may be good but property whole transformation reform are not successful.
