尽快强化艾滋病防治措施和完善防治体制切实防范突发公共卫生事件

提出了及早培训人员，设立专科医院、病房和隔离病人及对病毒携带进行管理；把防病指标真正纳入对干部和地区经济社会发展考核之中；建立政府主要领导牵头指挥、多方协调的艾滋病防治立体体系；充分发挥卫生系统先锋队作用；采取各种措施、广泛通报流行情况和强制性学习防治知识，建立艾滋病防治失误责任追究制六项措施，以尽快强化艾滋病防治措施，完善我国艾滋病防治的体制和有效机制，切实防范新的突发公共卫生事件。
