我国新型农村合作医疗评价研究进展

采用文献复习的方法,从新型农村合作医疗评价体系的建立和验证、评价方法及综合评价情况等方面论述了我国新型农村合作医疗的评价进展。从当前研究结果来看,主要按照条件、过程和结果来建立评价体系,并利用主成分分析等方法验证评价体系的代表性和可靠性;从参合农民的受益、补偿、公平性和基金使用等方面采用层次分析等方法进行综合评价。建议今后的评价,应选择常规评价指标,以结果评价为主,注意不同定量方法的组合,得到较为可靠的评价结果;注意将评价结果与指标的预警体系的建立和影响因素的分析相结合,以发现问题,改进工作,做到新型农村合作医疗的实时控制。

Progress Assessment for the New Rural Cooperative Medical System

This paper discusses the progress assessment for the New Rural Cooperative Medical System (NRCMS) in four parts-the construction and verification of assessment system,assessment methods and general assessment by literary review. The results are: present assessments are mainly about condition,process and result,focused on the benefit,compensation,equality of participants and fund payment,methods of principle factor analysis and Analysis Hierarchy Process (AHP) are used for representative and reliability verification and general assessment. Lastly,this paper suggest that the future assessment should combine different statistic methods mainly as the result assessment,and also consider the monitoring area and affecting factors in order to control the NRCMS timely.
