Absolute risk assessment and management strategy in aviation certification-developing the 1% rule

Objective To review the 1% rule applied to aircrew certification in European as well as risk assessment and management strategy. Literature resource and selection The related published original articles, reviews, monographs and medical standards in this field. Literature quotation Seventeen references were cited. Literature synthesis Connotation of the 1% rule and its extension including risk assessment,risk assessing model,risk control and management were expounded. Conclusion The 1% rule has provided a yardstick for medical decision on aviation certification and proved to be a valuable methodology. More attention should be paid to absolute personal risk of incapacitation rather than to simple attributable risk of any one condition.
