| 摘 要： | 基本医疗需要的界定为科学地进行卫生服务规划和健康保险制度的建立提供了依据。界定的基本原则主要有:医疗服务的客观需要性、居民接受服务的迫切性、医疗的有效性和费用的可负担性。任何具体的医疗服务都可以从这4方面进行评价,以确定健康保险的支付比例,从而使保险政策更合理,达到最佳成本效益。

| Abstract: | Basic health need delimiting is very important for health service development planning and useful in health insurance management. Main principles for delimiting basic health need should be: the necessity of medical service, extent of desire of patient to receive the service, the effectiveness of the service, and the cost of the service. Any medical service them can be assessed on these four aspects,and reimbursement ratio in health insurance can be determined. Therefore,the cost - effectiveness of health insurance will be raised. |
