我国城乡居民基本医疗保险制度衔接的现状、问题与建议

医疗保障作为城乡居民生存和发展的基本需求,是"城乡统筹发展"的重要保证。现行的城乡基本医疗保险制度建设取得了明显的成效,提高了城乡居民抵御疾病风险的能力,缓解了居民"看病难、看病贵"的压力。但城乡分治的医疗保险制度在推进过程中也存在着一些问题,如法律保障欠缺、卫生资源分配不均、制度衔接困难、统筹层次低等。因而,必须加强城乡医保制度尤其是城镇居民医保和新型农村合作医疗之间的制度衔接,逐步建立城乡一体化的医疗保障制度,推进城乡社会经济协调发展。

Status quo, problems and recommendations on the convergence of urban rural basic medical insurance system in China

As the basic needs of survival and development for urban and rural residents, the medical security is an essential assurance for balancing both urban and rural development. The current implementation of rural and urban basic medical insurance system continue to increase the capacity against the financial risk of disease for all residents, more or less ease the pressure of ＂seeing doctor is difficulty and expensive＂. However, the segmentation of rural and urban medical insurance has a negative impact on the process of balancing rural and urban areas, for instance, lack of legal protection, uneven distribution of resources, institutional convergence difficulties, and low-level planning. Thus, it needs to strengthen the urban and rural medical insurance system, especially the Urban Residents Medical Insurance a~d the new Rural Cooperative Medical Scheme, to establish an integrated urban and rural medical insurance system, and to promote the coordinated development of urban and rural economy.
