全国重点联系城市社区卫生服务机构医保工作进展

目的:了解全国重点联系城市社区卫生服务医疗保险工作的进展情况。方法:通过问卷对全国重点联系城市社区卫生服务机构进行基线调查和常规监测,并进行比较分析。结果:2008年,全国重点联系城市社区卫生服务中心和站纳入医保定点机构的比例分别为96.60%和65.53%,其中有医保收入的比例分别为84.21%和49.27%,医保收入占业务收入比例分别为28.00%和20.00%,医保患者构成比分别增加23.12%和12.52%;以上四个方面,东、中、西部呈不均衡发展态势。结论:重点联系城市社区卫生服务与医保衔接工作正稳步推进,但仍有很大的发展空间。

Progress of medical insurance in community health facilities of the key contact cities

Objective： To understand the development of medical insurance in community health facilities of the key contact cities. Methods ： A base-line investigation and a routine survey were carried out by using a questionnaire, and comparative analysis between the two surveys was conducted. Results： It was shown that the affiliated centers or stations with the medical insurance administration are 96.60 percent and 65.53 percent respectively in 2008. The rate of receiving insurers＇ payment for centers or stations is 84.21 percent and 4-9.27 percent respectively. The income from medical insurance administration over total income in 28 percent for centers and 20 percent for stations respectively. The insured patients increase 23.12 percent in centers and 12.52 in stations respectively. In general, all the above four features are unbalanced cross eastern, middle, and western areas. Conclusions： The implementation of medical insurance in community health facilities of the key contact cities is steadily advancing, while there is still a long way to go.
