上海市社区卫生服务机构中医药人力资源发展状况分析

摘    要:目的:了解上海市社区卫生服务机构的中医药人力资源现状,并对其进行分析和评价,从而为上海市社区中医药服务的发展提供建议。方法:采用定性和定量相结合的方式,对社区中医药人力资源进行调查。通过收集上海市的8家全国中医药特色社区卫生服务示范区、33家社区中医药服务示范点、160家达标点的达标建设前后的相关人力资源数据,并抽取了5家社区卫生服务中心开展定性访谈。结果:经过中医药示范区和达标点建设,上海市的社区中医药全科执业医师总量上有了明显的提升,结构稳定中有优化,队伍年轻化。结论:上海市中医药社区卫生人力资源数量和结构上有了提高,但仍需细化管理规范、定期人才培训以及加强队伍稳定。

Abstract:Objective:To learn the current situation of the human resource of traditional Chinese medicine (TCM) in community health service centers in Shanghai and analyze and evaluate it for providing suggestions for development of TCM community services in Shanghai. Methods:The status of TCM human resources in health service centers was investigated with a combination of qualitative and quantitative methods. Human resources data related to eight national traditional Chinese medicine community health service demonstrative areas, thirty-three traditional Chinese medicine community service sites, and 160 facilities which attained the indicators were collected before and after their construction of standardization. Five community health centers were extracted to carry out qualitative interviews. Results:After the construction of the traditional Chinese medicine demonstrative areas and sites, the total number of the community general medical practitioners of TCM increased obviously and not only the quantity, but also the structure of TCM human resources had been improved and the rank was young. Conclusion:The quantity and structure of community human resources of TCM in Shanghai have been upgraded. But they need to further reifne management standards, provide the scheduled training and stabilize the rank.
