山东省省市县乡四级医院非典应急反应调查研究

[目的]旨在调查四级医院应对突发公共卫生事件的速度、能力及尚存在的不足,为今后的应急反应提供科学依据。[方法]除省级8所医院均调查外,按经济水平和地理位置抽取6市、县和乡镇医院进行实地调查和问卷式调查,主要调查应急反应速度、能力（包括人力、物力和财力）。[结果]省立医院和济南市传染病医院及6市、县、乡医院对非典有一定的应急反应速度,四级医院均有一定的应急反应能力,相继建立了抗非典专业队和发热门诊、隔离病房,26所医院共投入近1亿元用来应急反应。[结论]山东省省市县乡四级医院均有一定的应急反应能力。

INVESTIGATION ON EMERGENCY RESPONSES OF SARS IN THE HOSPITALS OF FOUR LEVELS FROM PROVINCE TO TOWNSHIP IN SHANDONG PROVINCE

[Objective]To investigate the speed and ability of responses of public health emergency and the existing deficiency in provincial hospital,municipal hospital,country hospital and township hospital in Shandong Province,so as to provide scientific basis for emergency responses in future.[Methods]8 provincial hospitals and 18 hospitals sampled from six cities,six counties and six townships according to economic level and geographic setting were investigated.Field investigation and questionnaire investigation were conducted to investigate the speed of emergency responses and ability,including manpower,material resources and financial resources in the hospitals.[Results]8 provincial hospitals and 18 hospitals sampled from six cities,six counties and six townships in Shandong Province had speed and ability of emergency responses in a certain degree.During the period of SARS epidemic,special contingent,fever clinic and isolation wards were built up in succession and about 100 million Yuan in total was invested in emergency responses by the 26 hospitals.[Conclusions]There is ability of emergency responses in a certain degree in hospitals in four levels of province,city,county and township in Shandong Province.
