学习贯彻两个文件 推进公立医院改革

在论述认真学习贯彻《中共中央国务院关于深化医药卫生体制改革的意见》以及国务院关于《医药卫生体制改革近期重点实施方案（2009-2011年）》，把握深化医药卫生体制改革给医院发展和运营带来的机遇和挑战，积极推进公立医院改革的必要性的基础上，论述了医院管理者应该把握深化医院改革中的几个关键问题：在坚持公立医院公益性的前提下，强化管理，健全机制，调动医务人员积极性；在医疗保障覆盖面的迅速扩大和基本医疗保障水平的明显提高的情况下，提高医疗服务效能，规范医疗行为；适应公立医院补偿机制改革，加强医院预算和收支管理，提高医院管理水平；提高院长的管理能力，适应医院法人治理结构的要求；积极探索医师多地点执业情况下，强化岗位管理的新措施。指出要树立信心，创新求实，积极稳妥推进公立医院改革试点。

Guiding by two documents to promote public hospital reform

According to the Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform and Implementation Plan for the Recent Priorities of the Health Care System Reform （2009-2011）, the challenges, chances reform and the necessities of public hospital are discussed. Some key problems on public hospital reform should be highlighted. Firstly, with the preconditions of keeping public interest, hospital management and operation mechanism should be strengthened to improve staff inventive. Secondly, with the preconditions of medical security coverage rapidly expanding and medical insurance compensation significant increasing, medical service effectiveness should be improved and medical behavior should be regulated. Thirdly, hospital budget management, revenue and expense management should be improved to match public hospital compensation mechanism reform. Fourthly, hospital president＇ s management capacities should be improved to fit for public hospital corporate governance structure. Fifthly, doctor multi-sited licensed and post management should be promoted. The spirit of seeking truth from the facts and innovation are needed to promote pilot reform of public hospital.
