洪涝灾害卫生防疫应急反应信息管理系统的构建

摘    要:目的 为实现洪涝灾害卫生防疫救灾防病工作的科学化、信息化及提高工作的质量和效率。方法 以湖北、江西省作为试点,利用卫星遥感和地理信息系统(GIS)技术建立了洪涝灾害卫生防疫应急反应信息管理系统。结果 该系统以空间数据库为基础,通过行政区划代码将空间信息、洪灾相关的基础信息和灾时信息连接起来,不同的数据库资料被整合到GIS平台上,实现信息查询、分析和输出。该系统主要包括地图管理、信息查询、统计分析、应急辅助决策、数据维护、系统维护等功能。结论 通过该系统有关基础资料的分析,可以进行洪灾风险和疫情风险评估,以便在灾前做好人、财、物、技术等方面的准备;利用收集的灾时资料信息,可以及时地确定洪涝灾区的灾情,科学地预测评估灾时疫情和灾区的应急反应资源和能力,从而为洪涝灾害应急反应的宏观决策提供科学依据。

Abstract:Objective To make the emergency response to the diseases control and prevention with floodmg more scientific ally-based and efficient. Methods Hubei and Jiangxi province were chosen as the study fields and to establishe a data management system of emergency response on flooding using remote sensing(RS) and geographical Information system(GIS). Results Spatial and basie data together with data on flooding were linked to the code of location, and established on the platform of GIS. Through this system, Information on flooding was able to be more rapidly and visually analysed. Conclusion Using this system, the extent of flooding and the possible epidemic of some communicable diseases during flooding could be ascertained and predicted sdentifically and the resource and capacity of emergency response to the disease control and prevention in flooding areas could also be evaluated.
