| 摘 要： | 目的以《国际卫生条例(2005)》、《中华人民共和国国境卫生检疫法》为框架,结合当前我国口岸核心能力建设的现状,研究口岸核心能力建设的核心要素,全面有效提升口岸核心能力建设。方法客观分析"十二五"期间口岸核心能力建设面临的形势,研究提出口岸核心能力建设的核心要素,并就如何科学有序实施"十二五"期间的口岸核心能力建设提出思路。结果口岸核心能力应该包括核心法律政策保障、核心主体、核心范围、核心目标和核心体系五大核心要素。结论必须正确理解并准确把握口岸能力建设的"核心"要素,通过切实强化口岸建设的"核心法律、政策保障",准确定位口岸建设的"核心主体",清晰划定口岸建设的"核心范围",全面实现口岸建设的"核心目标",科学构建口岸建设的"核心体系",科学制定并有序实施"十二五"期间的口岸核心能力建设,同时着力加强各项保障,认真开展理论体系研究,持续加强科研信息化建设,继续加强人才队伍建设,积极加强联防联控机制建设和国际检疫合作,全面提升"十二五"期间口岸核心能力建设。
