我国农村药品监督网建设存在的问题分析

目的分析我国农村药品监督网建设存在的问题，为其深入推进提供参考。方法采用分层抽样的方法在东、中、西部各选取2～3个县，采用问卷调查法和访谈法对药品监督落实机构进行调查。结果和结论监督网的建设发展不平衡、激励机制不足，“两员’，专业素质不高，“两员”的职责定位不准。建议增加工作经费投入：加强“两员”队伍建设，提高“两员”的福利待遇；加强对农村医疗机构药品质量管理：通过专项转移支付大力支持中西部偏远地区、经济落后地区。

A Study on the Problems Present in the Construction of Rural Drug Supervision Network of Our Country

Objective To study the existing problems in our rural drug supervision network construction to provide advices for its progress.Method 2-3 counties are selected in the eastern,central and western part of our country through the stratified random sampling method,questionnaires are used to survey pharmaceutical supervision and management institutions,and the relevant person-nel are interviewed.Results and conclusions Supervision network construction develops lopsidedly,the financing of incentive mechanisms for supervision network is in shortage,the professional quality of two kinds of personnel is not high,and the responsibili-ty of two kinds of personnel is blurry.Suggestions It is possible to increase financing input,to strengthen staff cultivation and to in-crease their welfare,to enhance drug quality management in rural medical institutions,and to support remote and undeveloped areas in central and western China by special transferring payment.
