国外医疗风险管理及启示

本文通过对各国医疗风险管理情况的概述及分析，借鉴国外医疗风险管理的先进经验，寻求规范我国医疗风险管理的可借鉴之处：①可通过政府总体规划来制定一套较完善的医疗风险防范制度、法规和体系，加强医患沟通，提高医患双方的法律意识和安全意识；②完善医疗机构的服务职能，提高医务人员的医疗护理技术，建立医院检查审核制度和医务人员的定期考核管理制度；③找寻医疗差错的原因及规律，发现医疗风险的高发点和可控点，建立一个专门的医疗风险管理和保健安全系统保障机构，以监督风险管理的实施情况。

Medical Risk Management Study in Abroad

The initiative of medical risk management research in China is behindhand and it is deficient both in the-ory and practice.As some developed countries in Europe and America have already made some achievements in this region. In this article the author tried to find a path to regulate medical risk management in our country through summarizing and analyzing the foreign advanced experiences:① set out plan adopted by the government to develop a more perfect system of health risk prevention, regulations and systems to strengthen the physician - patient com-munication, to improve the legal awareness and safety awareness of both physicians and patients;②improve the serv-ice functions of medical institutions, improve health care technology of medical staff, establish the hospital audit sys-tem to check the establishment of hospitals and assess the medical personnel management system of regularly ;③find out the causes of medical errors and the law,discovery the high incidence of medical risks and control points,es-tablish a specialized medical risk management and security agencies of health care to monitor the implementation of risk management.
