摘    要:我国社会主义市场经济体制的建立,极大地促进了生产力的发展,国民经济发展进入快车道,社会综合发展进程加快,人民生活水平大幅提高。随着社会环境以及疾病谱诸因素的改变,居民卫生服务需要和需求也发生了较大变化,卫生服务供给和利用也随之变化。我国卫生资源自80年代以来发生了积极的变化,发展速度较快。但卫生资源配置也存在诸多问题:(1)卫生人力资源总量增长过快,医生工作负荷减少;(2)病床已趋饱和,部分大型医用设备增长过快;(3)政府卫生投入相对减少,卫生机构业务(事业)收入比例提高;(4)卫生资源不足和浪费并存,解决的策略是:(1)卫生资源配置应与国民经济协调发展,与人民生活水平和健康状况相适应。(2)合理调整现有卫生资源布局和结构。(3)提高现有卫生资源利用效率。(4)规范卫生机构资金补偿机制。

Abstract:The establishment of socialism market - economy system in China make the productivity developed greatly, national economy development entered into the track of express, social comprehensive development process accelerated, the people' living - level promoted greatly. With the change of the social environment and the disease spectrum, people' requirement and demands of health service have been changed greatly, and so has been the health service supplication and utility. Health resources have changed positively and rapidly since 1980s. But there are many problems about the health resources allocation: (1)The allocation overall quantity of health human resources has developed too fast and the doctor' s workload has been reduced. (2) The beds are enough and part of big medical facilities has increased too fast. (3) The health input from the government is reduced relatively and the ratio of health organizations' operation income is promoted. (4) The scarce and profusion of health resources coexists. Thus the countermeasures are needed: (1) Health resources allocation should be developed according to the national e-conomy and to people' s living level and health situation. (2) Adjust the distribution and structure of existing health resources rationally. (3) Promote the utility efficiency of the existing health resources. (4) Regulate the funds compensation mechanism of health organizations.
