| 摘 要： | 通过对统筹城乡医疗保障制度的必要性分析，提出了统筹城乡医疗保障制度的三步走路线：第一步，到2010年，实现全覆盖、有差别的城乡医疗保障制度；第二步，到2025年左右，实现以省为单位统筹、体系统一、标准有别的医疗保障制度；第三步，到本世纪中叶，在全国实现基本统一、形式多样的医疗保障制度。

| Abstract: | It was necessary to build medical security system covering both urban and rural. So we suggested that the plan divided into three steps： 1） build medical security system covering urban and rural but have differences by 2010; 2） building province- level medical security system which have uniform system and different standard by 2025; 3） build national medical security system with uniform system and different forms by 2050. |
