国有非营利医院集约化管理模式研究

摘    要:当前国有非营利医院面临诸多困难,尤其在运行机制和管理模式上,问题更为突出.医疗机构具有社会公益性质和支持保障性质,与其逐利理念存在明显矛盾,使其长期运营在尴尬境况.国有非营利医院不仅要担负社会责任,满足患者健康服务需求,还要在激烈的市场经济下合理运营以获取一定的经济效益来保证自身的生存和发展.国有非营利医院的管理改革迫在眉睫.集约化管理是一种新型的管理理念,其价值取向为节俭和高效,通过整合各种管理因素,统一优化配置资源,降低成本实现高效运营,可作为国有非营利医院实现改革转变的重要手段.以国有非营利医院的管理现状为出发点,通过探求内部管理机制和外部运营环境,准确界定国有非营利医院的性质和地位,对管理现状与问题进行有针对性的分析,建立院内虚拟供求关系,开展有效的奖励政策,充分降低运营成本,显著提高医疗服务质量,快速提升医院的综合效益.集约化管理模式是国有非营利医院实现可持续发展的重要保障.

Abstract:At current, state-owned non-profit hospitals are faced with many difficulties. Problems in operation mech- anism and management mode are more outstanding. Medical institutions have social welfare nature and support prop- erties, which have obvious contradictions with profit ideas. Long time operation of medical institutions are in embar- rassing situation. State-owned non-profit hospitals not only have social responsibility which can meet the demand of health services for patients, but also obtain certain economic benefits to ensure their own survival and development in the fierce market economy though reasonable operation. State-owned non-profit hospital management reform is immi- nent. Intensive management is a new management concept. Value orientation of intensive management is frugal and efficient management.Through the integration of various factors, intensive management can unified optimal allocation of resources and reduce the cost of operation efficiency,which can be used as an important means to realize the state- owned non-profit hospital reform. Manage status of state-owned non-profit hospitals can be used as starting point. Through exploring internal management mechanism and external operating environment, nature and status of state- owned non-profit hospitals can be accurate defined. Management status and problems are analyzed. Relationship of virtual supply and demand can be established. Effective incentive policies can carry out. Operation cost can reduce. Quality of medical services can be significantly improved. Comprehensive benefits of hospital can rapidly promote.In- tensive management mode is important guarantee of state-owned non-profit hospital sustainable development.
