智库期刊发展现状及其提升路径

【目的】 通过多重调研分析,确定智库期刊的概念、功能、评价指标体系等内容,探寻促进智库期刊良好发展的可行路径。【方法】 通过文献分析法、调研访谈法、文献计量法、质性分析法,对智库期刊的概念、分类、发展现状、问题及影响因素、评价指标体系等进行多维探索性研究。【结果】 从广义来看,一切有智库属性的期刊均可称为智库期刊,亦称智库类期刊;从狭义来看,智库期刊是指由智库机构主办的主要发表政策建议类文章的期刊。智库期刊评价指标体系包含决策影响力、社会影响力、学术影响力三个一级指标和发文量等13个二级指标。建议有关部门进一步重视智库类期刊建设,提高智库期刊编辑队伍的业务素质,提升智库期刊服务于治理体系和治理能力现代化的支撑能力,优化学术评价体系,创新智库期刊及其成果传播渠道,坚持特色化发展。【结论】 充分收集相关资料,并对智库期刊的概念、功能、评价指标、发展现状与问题等进行系统探索,初步得出促进智库期刊建设发展的可行路径,为明晰智库期刊概念体系及发展路径提供重要参考。

Status quo and development pathways of think tank journals

[Purposes] Through various investigations, this paper aims to clarify the concept, functions, and evaluation index system of think tank journals and explore development pathways for them. [Methods] The main methods included literature research, interview, bibliometrics analysis, and qualitative analysis. [Findings] In a broad sense, all journals with the attributes of think tank can be regarded as think tank journals. In a narrow sense, think tank journals should be sponsored by think tank and mainly publish articles on policy suggestions and development strategies. The evaluation index system of think tank journals, which included three first-level indexes of decision-making influence, social influence, and academic influence, and thirteen second-level ones such as number of papers, was developed. It is suggested that the relevant departments should emphasize the development of think tank journals, improve the professional competence of related editorial team, enhance the ability of such journals to serve the modernization of governance system and governance capacity, optimize the academic evaluation system, adopt the modern channels for communication of them and their achievements, and adhere to characteristic development. [Conclusions] We collect the relevant data, discuss the concept, functions, evaluation indexes, development status, and problems of think tank journals, and propose development pathways for them, which is expected to serve as a reference for research on the concept system of think tank journals and the development of them.
