| 摘 要： | 基本药物制度实施中存在医药企业的低价竞争、政府的债务风险以及不合理用药问题,各利益相关主体:政府、医疗机构、医药企业和患者对利益的博弈影响到制度实施的效果。优化基本药物制度实施的对策:制定招标企业严格的准入标准,强化招投标管理,优化对医疗机构的补偿机制以及提高基层医疗卫生机构的诊疗水平等。

| Abstract: | There are some problems in the implementation of Essential Medicine System,such as the low-price competition among pharmaceutical enterprises,debt risk of local government and irrational drug use.The stakeholders of Essential Medicine System include government,pharmaceutical enterprises,medical institutions and patients.Gaming among them affects the results of measures.Several suggestions and countermeasures for optimizing essential medicine policy are put forward,including formulating strict standards for admittance into the bidding market,strengthening management of bidding and tendering,improving the compensation mechanism for medical institutions,and improving the diagnosis and treatment of basic medical and health institutions. |
