| 摘 要： | 为有效控制艾滋病、保障社会安全和维护国民健康,2003年以来,我国政府开始实施＂四免一关怀＂政策,对经济困难人群中的艾滋病患者实行免费抗病毒治疗,对艾滋病患者遗孤实行免费就学,对孕妇实施免费艾滋病咨询、筛查和免费抗病毒药物治疗;将生活困难的艾滋病患者及其家庭纳入政府救助范围。文章结合实证访谈,评述了这一政策的贯彻落实所获得的积极成效,分析了在救助艾滋孤儿方面有待进一步解决的问题和应采取的措施。该文的研究资料基于2006-2007年间在中国中部2个农村县所作的实证调查,包括对65人的详细访谈。研究结果显示,这一政策已经获得一定的积极成效,但仍有某些需要改善之处。 |

| Abstract: | In order to control the spread of HIV/AIDS in China,since 2003 the Chinese government has implemented a national AIDS control program,＂China CARES＂.The basic strategies in China CARES were ＂four frees and one care＂ programs：free antiretroviral drugs,free prevention of mother-to-child transmission,free voluntary counseling and testing,free schooling for children orphaned by AIDS,and care and economic assistance to the households of people living with HIV/AIDS.The current study was conducted in 2006-2007 in two rural counties of central China. Data in the current study include individual in--depth interviews with 65 participants. Findings in this study reveal that some positive effects have been achieved during the implementation of ＂China CARES＂ program. However ,according to the interviewees ,there are still some areas to be improved. |
