The signs of the public hospitals in China,whose assets belong to the country,indicate the public characters for the sake of the public but their operation clearly turn to profit.The main reasons for this fact are that hospitals make profits for the existence and development,the inputs from government are not in the appropriate places and the departments in charge can＇t implement adequately supervision and control.Government is the main body to ensure the public benefit of the public hospitals,which can be done by clarifying the position and the managerial goals in public hospitals,guaranteeing adequate fiscal support and the suitable financial system,constructing the supervisory mechanism for examination,accountability and so on.Public hospitals should correct service idea,change the operational mechanism and provide the masses with the service of high quality.
