新疆乌鲁木齐“7·5”事件医学救援实践与风险评估

2009年7月5日，新疆乌鲁木齐发生恐怖袭击事件。受伤部位最多在头面部，其次为胸腹部。受伤性质最多为钝器伤，其次刀伤。事件发生后，自治区立即启动应急预案，动员卫生局、消防、交通、急救中心和军队，武装警察等医疗机构。建立了有关领导责任制和每日定期报告机制。紧急调动全市医疗资源，设立多个专科的医疗急救小组。指定几家医院救治受伤的群众和暴徒。抢救工作进展有序有效，但规范化的反恐医学救援体系有待建立；反恐医学救援能力较弱，如通讯系统滞后，医学救援监测预警系统不完善，医疗储备物资不足等需要改进。

Medical rescue in the Event of July 5 in Urumqi, Xinjiang Uyghur Autonomous Region and relevant risk assessment

In 5 July 2009, a terrorism event occurred in Urumqi. Most of the wounded had their in the head and face, followed by chest and abdomen. Most of the traumas were injuries from blunt utensil, and the second common one was cut. The Health Department of the Xinjiang immediately activated the emergency preparedness and response plan to mobilize the health bureaux and other relevant government sections, emergency centers, army, armed police, and departments of fire fighting and traffic to be involved. A system of related leadership responsibility and a mechanism of time-triggered report were established. The emergency medical resources of the whole city were mobilized urgently. Several specialized emergency medical rescue teams were formed. 25 hospitals were appointed to treat the wounded masses and rioters. It was found that a standardized anti-terrorism medical rescue system remained to be established. The medical support ability was still weak with the communication system lagged behind and the medical rescue monitor and early-warning system being imperfect, and medical materials reserve inadequate.
